Want to find out school that are actively doing research in Stochastic Optimization

Hi all I have an undergraduate degree in Computer Engineering (1997) Recently I am going back to school and getting a master degree in Applied Math. The school I am going to it does not have PhD offered. I am considering going for the PhD (in Applied Math or Stat). I would like to do research on Stochastic Optimization. I am very interested in Generic Programming and Evolutionary Algorithum. How I can find out schools that are activing doing research in this area.
