From the reading I've done, it seems that the US system has a much broader focus and thus undergrads don't take nearly as many major courses as students in other countries, so they lack a lot of the background that students in other countries would come into a Ph.D. program with. Many international student come in with as much math background as a domestic masters student would have, which is most of the difference in lengths of programs.


The more I learn the more I realize how little I truly know.
