Calling Blackboard a "high quality" course management system is really a stretch. It may provide lots of features but it is quite difficult to use --- clearly little or no thought was given to the user-interface end of the process. Examples: 1. Moving items is hard 2. Making changes like additions result in useless confirmation pages. This is especially an issue working with the list of enrolled students. 3. Would be nice to set up "overlays" where there were different logical courses but the students all saw the same material. (Can be done manually, but there's always synchronization problems when students add/drop.) Overall, I find it very non-intuitive. I'd look elsewhere if I could.
