[new] Arxiv, good sourcing? (none / 0) (#1)

Considering there are so many journals out there to choose from (I heard the National Journal for Underwater Basket-Weaving is in it's 3rd year, jk), how widely acceptable is it to have your papers on the Arxiv?  (In other words, how does it speak on your ability to get things published in journals?)  

How good is it to use sources from the Arxiv?  

Would you recommend it to new people?  Or is it ill-advisable for those who want to submit their article into the regular journal market?  

How do you know what journal to submit your work into?  What is a good gauge for this?
