Here at Podunk we're a really small school, so the lack of a graduate union doesn't seem to be a problem for the students here.
I think that those against unionization are often responding to a perceived problem with the specifics of the unionization proposal - maybe they feel that the designated union will be too confrontational, or they dislike the methods used by the union organisers, or as you say above there may be a problem with salary differentials.
My graduate school didn't have a union either, and we never seemed to feel the lack of one (we were in the UK, so this may not be typical for US schools). I do feel that it helped a little that my TAing was limited and that my advisor wasn't the person organising it, so there was a "separation of powers".
