as the TA load is much heavier than in the UK.

When I was a graduate student in the UK I was on a government scholarship, and was not allowed to work more than 6 hours a week as a TA or a grader. I think that under those conditions the chancellor's argument makes more sense, as then the employment part of the deal is much smaller.

But if a TA is working as a part-time grader, teacher, section leader and so forth, then they are acting like an employee for that part of their week, and should, in my opinion, have the choice to join a union if they wish to.
