For an intro PDE book I've really liked "Partial Differential Equations - An Introduction" by Walter A. Strauss, published by John Wiley. It's very readable, and the exercises range from elementary to advanced, so it offers some flexibility.

We have considered "Partial Differential Equations: Analytical and Numerical Methods" by Mark S. Gockenbach (a SIAM text) for our advanced engineering math class, which is a PDE course primarily for engineering majors. It is well suited for students that have had some ODE's and linear algebra, but does not assume a background in analysis.
