It probably also depends on one's particular discipline.

I myself was in algebraic topology. Not exactly an area that generates a plethora of papers easily. Back when I graduated, I think it was standard to have at most one paper printed or pending publishing (usually co-authored) when you graduated, with one based on your dissertation submitted. In other areas, having five or six papers out before graduation was standard.

But that was 9 years ago, and I've been out of academia for awhile. Still, I would think it would depend somewhat on your particular discipline, or more precisely, your direct competition.
